Modernize COBOL systems before engineers retire: AI changed the math

Your senior COBOL engineer just gave notice. When they leave, decades of institutional knowledge walk out with them – how your core systems actually work, why certain workarounds exist, and which "temporary" patches from 2003 are now load-bearing. Syntax is teachable. That isn't.

Why COBOL still runs core banking systems
COBOL has stuck around because it's actually good at the one job that matters most for financial systems: math.
Specifically, COBOL handles mathematics differently than modern languages. It prioritizes fixed-point decimal arithmetic over floating-point, which means high-precision accuracy for financial calculations by default. When you're processing trillions of dollars in daily transactions, the rounding errors that floating-point introduces aren't acceptable. COBOL was designed for this in 1959, and the languages that came after it spent decades catching up.
That's why your core is still in COBOL. The replacement bar is genuinely high: financial precision, batch reliability, and decades of regulatory-tested business logic. For most of the last 40 years, building a replacement that cleared all three was harder than maintaining the original.
Modern languages like Java and Python now handle fixed-point decimal arithmetic well (Java's BigDecimal, Python's decimal module). The math problem is solved. What hasn't been solved is the people problem.
The COBOL expertise shortage is real and accelerating
COBOL is everywhere in financial services. It handles an estimated 95% of ATM transactions in the US, and hundreds of billions of lines of COBOL run in production every day, powering critical systems in finance, airlines, and government.
It's also a limitation. Real-time fraud detection won't run on a batch-processing core. Modern customer experiences won't ship from a system designed in 1985. Every quarter you stay on COBOL is a quarter your roadmap is constrained by what the legacy system can support.
The people who built those systems are leaving the workforce.
- The retirement wave is real. The generation that wrote these systems in the 70s and 80s is past traditional retirement age, often staying on because their institutions can't function without them.
- The replacement pipeline is closed. COBOL is taught at only a handful of universities, and finding engineers who can read it gets harder every quarter.
- The cost is escalating. When you can find COBOL expertise, it costs 2–3x market rates.
- The knowledge is dangerously concentrated. In most institutions, two or three senior engineers hold all the critical knowledge about core systems. They know how the systems actually work, why certain design decisions were made, and what will break.

You're not the only one with this problem. According to a Protiviti survey, 78% of financial services organizations cite technical debt as a primary blocker to new feature development. Most of that debt is COBOL-shaped.
What you actually lose when COBOL engineers retire
Three layers of knowledge disappear with every retirement:

Technical knowledge nobody documented. How systems actually work versus how outdated documentation says they work. Integration points added over years but never recorded. Workarounds implemented to solve problems nobody remembers.

Try reverse-engineering a 40-year-old interest calculation without someone who remembers the original business requirement – you'll spend weeks on what should take hours.

Operational knowledge that keeps systems running. What components break under stress. Which changes are safe versus which risk cascading failures. Recovery procedures when something goes wrong at 2am.
The cost of letting this knowledge disappear shows up in every sprint. McKinsey research found the average developer spends 17.3 hours a week dealing with technical debt, bad code, and maintenance instead of building. On a COBOL-dependent core, that ratio gets worse every year as the people who understand the system get fewer.
For decades, the only way to capture this knowledge was to throw consultants at it. Modernizing a COBOL system once required armies of consultants spending years mapping workflows, resulting in large timelines and high costs that few were willing to take on.
AI just changed that.
AI changes the economics of COBOL modernization
In February 2026, Anthropic published research on using Claude Code to accelerate COBOL modernization. Their conclusion: "Legacy code modernization stalled for years because understanding legacy code cost more than rewriting it. AI flips that equation."
Specifically: AI can map dependencies across thousands of lines of code, document workflows that nobody remembers, identify risks that would take human analysts months to surface, and provide teams with the deep insights they need to make informed decisions.
That changes everything about how to approach the COBOL problem.
You no longer have to choose between expensive knowledge capture (document everything for posterity) and expensive modernization (replace everything before the engineers leave). You can do both at once, faster, with senior engineers using AI to extract institutional knowledge directly from the code while planning a safe migration path.
The market noticed. When Anthropic published its findings, IBM stock fell 13% – the biggest drop since October 2000 – on the recognition that AI could replace much of the consultant-heavy modernization work IBM has built its mainframe business around.
The takeaway for engineering leaders: the work that used to require a 200-person consulting engagement and an 18-month timeline is now feasible with senior engineers, AI, and quarters instead of years. The question isn't whether to modernize anymore. It's how to do it without breaking your core.
How to modernize COBOL systems safely
Cheaper analysis doesn't mean reckless migration. The way to modernize COBOL safely is the same as it's always been – incrementally, with validation at every step. AI just makes each step faster.
A safe approach looks like this:

Start with AI discovery, not migration. Use AI to read the entire codebase, map the structure, identify program entry points, trace execution paths through subroutines, and document data flows between modules.

Let humans make the strategic calls. AI suggests what to modernize first based on risk, dependencies, and complexity. Your senior engineers decide. Your COBOL engineers bring the understanding of regulatory requirements, business priorities, operational constraints, and risk tolerance that AI cannot.

Wrap before you replace. For high-risk components, create API layers around legacy code so new features don't require COBOL changes. For lower-risk components, translate to Java or Python with AI generating tests that verify identical outputs to the legacy system.

Migrate one component at a time. Each step either succeeds and gets validated, or fails and gets corrected while the scope is small. You never have massive changes in flight where failure means rolling back weeks of work.

Validate continuously. AI generates test suites covering edge cases found in production data. Your team validates business scenarios that require domain expertise. Both happen in parallel.
